Fixed 2 bugs:

1. Added so all UIStates are no longer visible or updated for non-admins. Previously tools would still be visible to non-admins.
2. Added so the dladmin command actually works. Previously it would toggle admin for all players because the packet sending was incorrect so it would always toggle the local player instead of the target player to toggle admin for.
